SL/R107: No start with battery at 14volts and new starter

No start with battery at 14volts and new starter
The car is 1985 380SL.
i have no start - no cranking of the engine.
i have charged the battery to 14volts.
The starter and ignition switch have been replaced on the car in the last year.
i have tried moving it to neutral to see if I can make a change.
When I attempt to start, lights come on, the fuel pump kicks in, and the frequency valve sings but no action from the starter.
Do you think the lock out on the transmission could do this?

Update
While laying on the ground under the car looking for the transmission switch I had a clear view of the starter. I could see the solenoid well enough to be reminded of the old Chevys we had when I was a kid. I grabbed a screw driver and tried to jump the starter. While I could not get the starter to engage, I could clearly see the starter was getting plenty of power. I went back inside the car and hit the key and all came to life.
I will replace starter and solenoid. I believe my problems will be resolved.
