Absolutely true... because when that happens consumers (and consumer advocates) get involved (see mazda and it's RX-8 HP debacle). It's the insurance companies that have the biggest interest with car manufacturers understating HP... and those guys LOVE to sue big business.

My feeling is that it's the "varied" testing standards that are part of the reason for the discrepancies among owners, as well as a tendency for people to recall better results and shrug off those that don't meet or beat expectations (the analogy is a gambler who will talk about every time he wins but seems to forget when or not mention when he loses).
