Yeah taking the bumper off is a pain. Run to lowes or Home Depot and get some short sheet metal screws or self tapping ones and screw from the back side like you've been doing into the corners of the diffuser over the exhaust tips and it will pull the gap closed.

I finally got around to installing my diffuser. Just like you all mentioned, removing the bumper is a major PITA. I pretty much never want to remove the bumper again!
