What is a SPS valve and why is it broken in my car?

What is a SPS valve and why is it broken in my car?
Finally, after more than four month MB found out what was wrong with my steering! They say it is a broken valve on the steering rack!?! Is that the valve responsible for pumping oil to the steering??? And how the hell could it be broken in less than two month (Nov. - Dec.)??? Was it broken from the beginning? Oh, they need my car for at least TWO DAYS! Oh, no courtesy car!
Also, I found something crazy under the passenger side carpet. Two black color dirty boots print on white surface! Like military boots!
