Does my W210 have tilt steering? I can get it to telescope full range, but when I try to get it to tilt, it does nothing. I can hear what sounds like contacts in a motor clicking, and I've tried to "assist" up and down tilt with hand pressure, but no movement. Is there a reset procedure I should try? Any suggestions would be appreciated.

Do you have the steering wheel tilt controls?

If so, you have 4 types of adjustments:
IN(Push), OUT(Pull), UP, DOWN


Did it work when you got the car? disconnected the battery recently?

Yes, I have the controls. Not sure if it worked when I got the car. In and out work. Up and down don't. Disconnected the battery about one month ago, but not since. Can hear the up and down motor contacts trying to work, but no movement.
