What Are These Small Lights In The Speedometer?

A few days ago while driving I noticed these small lights half way around the speedometer and couldn't figure out what they are. Can someone tell me what they are for?

If you look close you can see in the picture the small lights.

I believe these count how much speed you have left. Kind of an agressive/nifty feature. Notice on the freeway when you put on cruise control, the lights will go from the speed you are going up to 155 (top limited speed) as opposed to going all the way to 200 or 160 (depending on year model's speedo)

Cruise control is on. Push the uppermost left stick in, or forward, to cancel then head for the owner's manual for details.

Cruise control illuminates an arc above the indicator and the speed limiter does an arc below.

That is not true at all. Those things come on all the time for me once in a while, and I never used the cruise control. I think they’re talking about the dozens or more depending of white lights. They’re small little blocks, but they come on for me all the time and I don’t use the cruise control. I think it’s some type of check engine or warning lights, or something to the effect of engine

Same thing happens to me sometimes it’s a half circle of full circle. I could be driving 2 miles an hour. I could be driving 50 it’s very bizarre and the patterns of sometimes longer or short.
