saw something on the corvette forums where this new bracket mounts underneath the bumper and you slide it up when you want it up and visible and down /flat underneath the bumper when you dont... i took mine off and will have the 4 holes plugged

Get a sticker (decal) made up for it. Any place that makes decals can do it for you. Its a common alternative to drilling holes on many classic rides like this E Type example

Thats pretty slick. Not sure how it would look with a color other than black unless you had it painted to match.

I have seen the stickers and they do look good and are fairly cheap.

Other than that, maybe zip ties to the mesh?

I have seen where people have mounted (glued) magnets to the back side of the bumper. Magnets are also mounted to the back of the license plate or license plate bracket. You can then place the plate on the front bumper and it looks as though it's hard mounted even though it can be removed by pulling it off by hand. This allows you to stay legal without making holes in your front bumper.
