I also think I heard people running it in IC pump resovoir? is that correct?
Water-wetter is a redline chemical additive that reduces friction/boiling points to lower temperatures(from what I understand).

unless you've separated your cooling and i/c circuits.
i do run surfactants in both my radiator and i/c circuits. in the radiator to help with cooling and in the i/c reservoir for lubrication purposes so that i can avoid using a glycol based coolant which decreases cooling properties.
btw, i've found that royal purple's version causes less foaming compared to waterwetter.
