Can emissions testing hurt performance?

I know this sound ridiculous, but I'm wondering if emissions testing can hurt performance. Every time I take my car to dealer for state inspection (PA), I tell them under no circumstances are they to touch ECU and they assure me that they don't. Yet after I pick up the car it always feels less responsive than before the inspection. They also do an oil change but I can't see how that could be a problem.

But after a while, does it perk back up?
The reason why I ask is that in CA (and probably elsewhere) they put the car's rear wheels on rollers, put it in gear and then race the engine. I think that the process may confuse the car (because the rear wheels are moving, but the car isn't going anywhere). One of the lights comes on -- I forget which one (ESP, check engine, or something else) but then it goes out. (The emissions guy told me that would happen before he began the procedure.)
I'm thinking that it may take a while for the car to shake the cobwebs loose.
My car came from out of state and I had to have the emissions test done in order to register it here in CA (about 50k miles ago). Only had emissions testing that one time and don't remember it being a slug afterwards.
Try resetting the ECU with the "sneaky reset," as people call it.

Hey Coal, is there anything on your receipt to indicate they flashed??
My tech told me the receipt is really a computer printout/log of what they did to your car. Said the most evil of techs can get around it, but most average techs just let the receipt be a log of everything that was done.
HOWEVER, they can indicate on the receipt that they flashed the car just to get Benz off their back/car out of the system for flash like they did for mine.
Just telling ya what he told me.
Software mentioned anywhere on the receipt?
