I've pulled over them by a couple of inches a few times, and to avoid damage I simply hit the raise car button and pull away. Even if you pull over the block and clear it, the car may lower the front end when you and your passengers get out, especially on hot days, putting the bumper right on the block. I've learned to park with about 6" to spare to avoid all of the hassle.
