The radiator liquid will expand as well and it's a sealed system, but it's pressurized so maybe you are right. Perhaps the cap is built it seal it until it builds some pressure and releases it when needed.

hence the different "max and min" levels for 20c and 80c on the dipstick on the cap.

Its not vented.

Of course it is vented. Do you suppose if you fill your PS reservoir cold and then drive, your system is under pressure, putting stress on your oil seals?

The different indicators on the stick are to show you where the levels should be at different temperatures to account for fluid expansion.

Either way, I think I found my leak. Front engine skid plate. Its all dried up, and there is no new fluid. So I topped it off, and drove around and now my steering is great again!

You're right its vented.

That said, I can't imagine that hydraulic fluid like pentosin will evaporate to the extent that it would significantly reduce the fluid level.
