Since the final price we all received was based on a minimum of 15 units, it seems fair to assume that EuroTeck should start building once they receive payment from at least 15 people.... that was their original agreement.
Obviously, we can't wait around forever for all 38 people to pay up... so there should be a time limit for receiving those payments.
My suggestion:
Offer new folks an opportunity to "buy a spot" off the list from someone who has not paid by the posted deadline. That puts everyone on notice that you either pay up, or someone else can eventually take your place and get the screaming deal you said you wanted..... that way EuroTeck still has the opportunity to sell the total quantity they were expecting, and this great discount doesn't go to waste just because a few people flake-out on the payment.
In the short term, I agree that the first 15 people to pay should get the first 15 units built... there should be an incentive to pay quickly as this helps everyone. Payments that come later will be added to a second build of parts. Basically, the first to pay should be first to get parts... but you can't manage it at the individual member level (Even though I'm sure that I was the FIRST to send payment to Tal)
