Did you engage the pump with Star first before checking the voltage?
If you don't have Star take the car for a drive then give it a short blast to engage the SC Clutch, the voltage will then be live pull over but don't stop the engine and check the voltage again.

The relay for this SC pump on a E55 I believe is the lowest one in the bank of relays in the trunk on the drivers side. There are 4 pins, one at each quadrant. short the pins at are labeled 87 and 87 a. Pin 30 is 12 volts to energize the relay and pin 85 is ground.
Location needs to be confirmed as I'm only 95% sure its the lowest one.
Whenever you think the pump should be on, connect an amp meter to to pins 87 and 87a with the relay removed and the pump will come on and measure the current on amps and report back.

the relay is good, i switched it with a known good one. do you thing the flash could have something to do with it? i dont know if it was or wasnt working, we found out it wasnt only after we put it on the dyno right after flashing it. i dont know where else to look. and when does the oil cooler fan come on cause i had the car running for a while and never saw it come on.
