When I upload the ECU to my car, shouldn't I be dynoing it again? This is what my plan was. Am I in the right direction...
1) Pre-Dyno without mods
2) K&N Air Filters, Eurcharged EC Tune, Johnson IC Pump
3) Dyno Again

This is not the best way to tune a vehicle but for the price and convenience it sure is the best value.
So you don;t need to see a dyno unless you want to log how the vehicle performs after with things like timing,. hp/tq, fuel/air etc for your particular car.

Agreed You don't have to dyno, but its nice to have a stock baseline and then a dyno after each mod to see increases.

The dyno is a tool used to simulate driving conditions and is used in conjunction with tuning a vehicle. In the case of buying a tune from Euro, you are buying a tune that was done this way or even with real road data logging on another car. They can make generic changes depending on your mods in the future.
This is not the best way to tune a vehicle but for the price and convenience it sure is the best value.

You don't need to change the heat changer or pump for just a tune. It is just getting a more agressive fuel map and timing. Filters wont hurt, but I always stayed with stock. Stock filters are fine.
Just do the tune. After that, you will probably want to do more, and that's when cooling will be beneficial.
When you do a pulley (more boost) do cooling
PS : tune vs stock is a big difference, You can feal it. You will say: WHOOOOA!
