Light malfunction-or something else?

Light malfunction-or something else?
Hello,
So recently I got car setting changed to ROW (rest of the world) from North America and now even the light knob on Zero -headlights stay on all day long. I was like OK whatever not a big deal!
Today it was raining hard and noticed that on intermittent setting (1 setting-auto) wiper speed goes bonkers -they weren't corresponding to rain at all. I'm assuming it's the light/rain sensor problem which is right behind the rear view mirror right?
Because there are no fault codes and neither any fuses that are blown.
