You need to have an inspection done to know the mechanical condition. If the main systems are sound it is a reasonably good value if the interior is very clean and the exterior is commensurate with the mileage. It can be very expensive to sort out these cars, any internal engine problems very expensive, oil leaks can be in the thousands, airmatic suspension same, etc. But a solid car at 15K is potentially a very good value.
