Not sure what its purpose is. Movement is normal, the vaccum of the supercharger pulling air keeps its closed while the engine is running so unless its broken it wont leak.
The purpose is to create a vacuum inside your gas tank.
Here's the picture that solves this problem which appears to be common when you remove the valve cover drivers side.
The metal tube appears to get pulled out of the rubber grommet when the bracket is moved after removing the screw in the valve cover. It's difficult to locate the grommet by sight unless you have removed the inlet tank. However once you see the picture you might be able to feel the location with tank still in place.
