I got primary cats removed but shop refuses to give them

I get 80% of my parts shipped via a freight forwarder. The original seller in the USA has no idea where it is going to end up, they have nothing to do with tax or customs either, it couldn't be less of an issue for them.

What's wrong with shipping to a freight forwarding service? I've shipped to them easily hundreds of times for my work and have never had an issue. I like shipping to them due to the fact that if an item gets damaged in transit it's on them, not me. Nothing shady about someone outside of the US wanting to use one of those services. It's actually a very common thing.
You come off sounding very inexperienced when it comes to shipping.
I'm in CA so things may be a bit different. Back in my 5.0 Mustang days (very late 90s, early 2000s) a friend got busted for not having cats on his car. $2500 fine.

regarding the exhaust shop, I did go it have it modified. Actually many members on here have gotten cats removed. But again, if you damage my vehicle twice, then attempt to steal my catalytic converters you think I won’t get pissed? There’s literally no other side to the story? “You pissed him off so he damaged your car” is that what you want to hear 😂
