Has anyone gone to an 80mm or 77mm SC pulley and NOT done a tune or ECM flash? Can you bolt on the new pulley and drive without doing a tune? Thanks

The 80mm will run quite lean. I don't know if the 77mm will drive at all once you engage the supercharger. Why not just load a tune first?
You can not spin the SC faster and not tune for it, unless you are looking for an excuse to replace the motor.
You can replace the pulley with a smaller one and drive if you are waiting for a tune. Do NOT go wide open throttle and it will be just fine (will run lean WOT). Like wise you can also drive with the SC pulley belt off without issue to be safe, and put it back on after you get your tune.

I have 83mm with Kleemann K2 tune that was suppose for 168mm crank pulley.

That's because the turns ratio is almost the exact same between what you have and what the tune is for. Your factory crank/83mm is 1.86 and the 168/90 (stock SC) would be 1.87, the OP question of an 80 or 77 is going from factory ratio of 1.59 to 1.93 or 2.0.
