my 2011 e63 on cold starts used to rev at about 1000 rpms then kick down to 500 or so ....lately its starting at 500-700 with no kick down...is there a part failing? does it have to do with outside temp,or just engine temp at initial start up?

What you're experiencing is normal. Warm temp, warm car, no cold start needed. My 14 does this too. It can sit a couple days and it'll just start and go straight to normal idle.
