I notice there are no HP/TQ benefits listed on the website for these. Do catless downpipes alone provide any HP/TQ benefit by virtue of reduced backpressure? Or must they be paired with tuning to get any increases?
Also, what happens when it is time to get the car smogged for registration renewals? Do the pipes need to be switched back to stock?

Id be interested in giving them a try for that price if they are catted. Been catless for the last year and am thinking of changing it up.

Gains will vary between cars depending on factors like pump vs race gas, stock or tuned ecu, etc. Generally, they gain around 30 hp/tq. Yes, the downpipes will increase HP/TQ without a tune but to fully utilize them, you will need a retune.
