Depending on which side, with the PAX side, I was able to reach from the top. The driver's side is another story, I have either accessed via removing the mid-strip on the bumper or via the wheel/fender arch plastic liner.

so aperantly its not my the bulbs cuz i got new bulbs and put them on and they still want light up checked the fuses they are good anybody had this problem b4?

on my C36 the bumber bulbs are H3
n i think the fogs located in the headlamps are H1, and for changing the bulbs i simply push back the plastic under the car bumper n i unscrew the fog lamp bulb holder, and pull out the bulb it's easy

depends are talking about the fogs located in the headlamp assembly those are H1's and the bumpers ARE H3's HEADLIGHT BULBS ARE H7 i used some japanese PIAA bulbs they pretty much juss converted the 55w into 75w and they are really nice and bright, the same for my bumper fogs, you can't stare into them they are bright! they are pricey tho letting you know!

Some are talking about C36, others about C43.
I can only speak for C43s:
The in-the-bumper fog lamps use H1 bulbs.
The unused fog lights in the headlamp housings also had H1 bulbs and are probably still available as unused spares.
The High Beams also use H1 bulbs.
I've easily put Sylvania Silverstar and/or XtraVision in both locations (high beams and lower fogs).
(Both H1s in the headlamp housings use a different plug because the housing is not grounded, but this only makes a difference if you're upgrading to HID/Xenons as I have.)
Without Xenons, the Low Beams use H7.
I suggest removing the front Wheelhouse Coverings to get to the bumper mounted fogs (just 2 bolts, and 2 plastic nuts on each side), and the lamps and their cables are then very accessible.
You might want to unplug the 4 pin connector at the headlight housing and check that the fog lights are getting power from the socket's pin # 1 (ground is # 2).
