When you say "lower", don't be confused about what the function actually does. It does not lower the headrest shafts into the seats. It simply "flips" the headrests to the down position so they are not blocking the view through the rear window as much. There are two buttons on each rear headrest, one on one side of the shaft (right side I think) which releases the shaft so it can be pushed down. There's a larger button on the headrest piece itself which flips the headrest. The button on the dash simply triggers this switch. Also, you shouldn't have to hold the dash switch, though there is a short delay until it "does its thing".
