Its called wheel concepts.

Here is their site. Not sure what the hours are but I think last year it was 12-6 for the public.

Thanks Kev. The strobes aren't actually strobes. They are part of the Varad suspension lighting kit You can choose to have them on all the time, a bunch of different strobe patterns or hook it up to a speaker wire and "dance" with the music. All I did to mount them was zip tie them to the mesh grill and ran the wires into the cabin.

WTF. I thought I put the link. Check the events section the thread is called NYC custom car show or something like that. I would post the link but I am away from the comp.

The lip is made from 1/4" king starboard. Marine grade plastic. I bought it from a plastic place in Norwalk.

Gary: not sure how vik got us in for sun roll in, he did it at last years show as well.
