You have to either be really patient or small hands to do it that way. i have small hands but still figured out it is easier to pull the bumper forward a few inches.

it took me 30 minutes to get both fog lights done. I have normal hand size for a 28 yr old. Just follow the instructions and you should be fine and if taking the bumper out is what you rather do, that's also fine. Just know you don't have to take the bumper out.
