Lights needed
Phillips vision plus offer more light than stock but they are still stock looking, but very bright
Razo and Eurolite offer the best looking "blue" light while giving off ample light too.
Vision Plus would be my choice for high beam and fog light.
Razo or Eurolite for low beam
want them all to be hyper white... and bright
heard the philips one don't look as good as some other brands for the fogs and highs..

What is the "city lights" that you guys are referring to? Are those the two smaller lights besides the main headlights (come on at night) or the side marker lights??? I am a bit confused here!
For bright, bluish white bulbs you'll have to shell out $400 and get real Xenons. There are several brands like Hella, Phillips, Eaglelite, Osram and they are all in the same price range. You can use them for the high beams (same size as low beam) as well as the fog lights. I don't know if anyone makes a xenon kit for the taillights but you can get the LED ones that are brighter and cheap.

They sell direct plug in replacement for the taillight bulbs that has like 6 leds in them. I saw them in a catalog. If I find it I'll let you know.
Your city lights are just a small wedge like bulbs that puts off just enough light to make your high beam light up. You can get those in xenon as well but i havent tried it yet. I will eventually. It does look better but not stock.
right Harris. when you turn on your lowbeams look at the small light that comes on in the highbeam side of the headlight, those are your city lights.

If 30/40 LEDs are too much here's a small setup with 24 bulbs.

If the 24 is just too much for you here's a lowly 15 and they still claim to be brighter than regular bulb.

The main reason I feel you should go for a large amount of LEDS is to maintain a high enough load on the turn signal bulbs to mimic the stock lights or they may not blink correctly.
