Picture of the headlamp won't do it.....you need controlled comparison shots of a target road, with some objects, such as signs, parked car, etc. with lights projecting on it, in a with and without tint condition, just to get a rough idea.... light metering at measured distances would give a more technical assessment.

Sure, you are right though if they are not re-sealed right you can get moisture in there. Here is a pic of a bi-xenon painted black...
