cheapest mods for performance gains?
go to the gym or start a diet
other cheap mods: dump all the fluids in your car for weight reduction: coolant, oil, transmission, differential, etc....and maybe "blinker fluid" too (if you do any of these, I am NOT liable for anything that may go wrong with your car).

K&N intake filters
lighter rims
call it a day

Yes I think fitting wheels like Ultralegerras will give a nice gain. Have heard from a lot of people that these lightweight wheels do give a noticeable gain.
But imo a C350 isn't a car made for speed, it's made for people who like to speed in comfort

The absolute best - and fairly cheap - mod....
...is a driving school. It is portable and will move with the driver from car to car. It will make you a better (and possibly faster) driver than ANY other mod and is one of the few mods that might just save your life.
Hands down, a stock car with a good driver will beat ANY car with an average driver...
