That vendor is selling units that have been invalidated by the manufacturer and are not fully functional (several German buyers received lights that had the fog light LEDs removed/never installed). Of course I can't attest to whether this is true for every shipment from this seller, but I would definitely be careful. The usual rule of thumb seems to apply here: if a deal is too good to be true, it is (directly from the dealer they are 400€ a pair in Germany).
And, although it has already been said a thousand times: The necessary coding can NOT be done by MB dealerships.

The rear fog consists of four LEDS at the top of the assembly. Stays on when rear SAM recoding is not done along with other lights at lower voltage which is the reason for recoding.

I took a quick look at the wiring harness on the new facelifted c63 tail lights and at first glance, it looks like the connectors are different so might not be a simple plug and play.
Everything is LED except the reverse lights which is a single 1156 bulb still.

Brake lights aren't LED either (a bit weird, but oh well...). As already stated by RLE, the fog light is a row of LEDs at the top of the unit. Both left and right units have them, but if properly programmed, only the driver's side fog light should illuminate. If not programmed, in addition to the fog lights being on all the time, the brake light will also be activated continuously at limited output. The wiring fits without any changes, but due to the necessary programming it is basically "plug, but not play" .
In addition to the missing LED's, the units that surfaced in Germany from this vendor also had the manufacturer/Mercedes signs removed. Once again, of course I can't say whether this affects all units sold by this vendor, or whether he himself was just the victim of a bad batch. If you are going forward with purchasing from there – or have already done so – be sure to carefully inspect the lights and see whether you received a fully functional unit with Mercedes logos and all the regulatory writing intact.

This was posted over in the thread in the C63 section. (https://mbworld.org/forums/c63-amg-w...fit-diy-7.html) The thread there is much more detailed and should apply directly to the non-AMG W204s as well.
Apparently they contacted this seller who made the control unit that would allow the new LED Tails to be retrofitted, however, this control unit applies only to the Euro LED tail light models (yellow turn signals, LED fog on the right side) as opposed to the US spec versions (red turn signals, LED fog on the left). I'm still following this too as I'd be happy to have this as my next project.

There's also the issue with the driver side rear fogs always on which looks kind of retarded. That issue hasn't been resolved yet from what I've seen.

Just yesterday afternoon I followed a new Mars Red C300 which had the lights on and also saw braking and signalling and they are vastly better than the old style. Much brighter and more noticeable and the red LED turn lights were brighter than the old style. The yellow LEDS which I will be getting will be even more noticeable in daylight.

sorry for the newb question but what exactly is the "SCN code"
is it literally a set of codes that can be inputed to STAR?
I have a friend with STAR that has full developer mode, how does one "find this code"

No, they will not work correctly without reprogramming the rear SAM. Whether or not the original rear lights contained LED turn lights is irrelevant.
