What type of marks are these and how do I get rid of them?

I've just finished washing my car and for some reason these marks aren't coming off. I've scrubbed them and they still won't come off.

These marks are located passenger(right front) side, just underneath.

What marks are these and any suggestions to get rid of them?

A few marks on the driver side as well but definitely not as much as the passenger side.

aphalt, tar?
have you tried using clay bar?
clean your car, then rinse, use clay with some clay lube, rinse again.
Remember to keep the paint wet with some lube as you apply clay.

I would try a claybar first.

Then a cleaner wax or polish if that doesn't do it.

Last resort, compound.

Spray it with tar remover like stoner's Tarminator or WD40 if you don't have any and it will begin to dissolve.

Isn't WD40 bad for the wax and paint of the car?

No, it will be fine I've done it. After removing the tar just use some detailer spray to clean up the remaining dirt/wd 40 residue and re-add wax anyway since you said you've "scrubbed" the surface already chances are you've removed some layer of wax.

If you don't have WD40 just go to any autozone/o'reillys or whatever and get some Tarminator or any tar remover.

I've used WD40 to get rid of asphalt residues under my car too. Works like a charm.
Just go easy on scrubbing it.

Kerosene, Methylated spirits, WD-40.. any petroleum distilate based prodyct will work..

Biggest risk is often grains of sand are in the tar and you drag these across the paint scratching it..
So do one pass per section of cloth only, changing the cloth facing often and plenty of solvent.. i'd also wipe of vertically so any scratches are shorter and change after each pass.. less risk..
After you are done re polish and then apply LSP...
