I had the live traffic for a bit last fall and have it working again right now. I'd be willing to bet that SiriusXM activates it every so often to get people to call in and purchase the $3.99 per month live traffic service.

use Navkings--- their service is outstanding and had a vehicle that wouldn't update so they sent me the latest version
