Also, 2024 maps for North America are now available for update through download manager on Mercedes me site.
But I have decided to take it to the dealers shop where I actually got it and specifically ask for the Zero Layer update. Hopefully, they can help me with that
My car never had the same issue as yours. The issue with mine was that the “Zero Layer” update never came through. I got it fixed through a recall service I went in for, I told the specialist my mbux screen goes off at random atleast twice in a week lol.

There is a work around, it requires little time but additional cost on top of the 550 to MB:
Login to your Mercedes Me connect page on a desktop. At this page, your purchase has been registered and a new option under "Service Management" or "Manage Services" will pop-up, called online map update. Select it and then select update manually, and then select complete map. Pictures attached for help. After you proceed to download the complete map, it will install a Java application and ask you to insert a USB stick that will be wiped. Your best bet is a USB type C flash drive, and a computer with USB C ports or an adapter. The included OEM adapter for old style USB to USB-C is a little wonky. After the Mercedes application has finished downloading and writing maps, you can insert the USB drive into the car. A notification on MBUX will pop up and you can select to install the update. However, at this point, there is a major issue. Since the original navigation data is missing, the factory activation key is also missing. After choosing to install the update on MBUX, it will ask you for a license key. These can be purchased online from various sources after providing VIN. However, make sure that they offer keys for NTG 7 or W206 before payment. Keep in mind that prices are greatly different from these sources, and can be purchased as cheap as $150 (DM for dealer).
Obviously, this is all a headache. I would plant your feet and return to the dealer or find a different one. Assert you're informed about the issue and the remedy is simple, plug in the OBD and open XENTRY on the computer. You can also show them this: https://static.nhtsa.gov/odi/tsbs/20...08745-0001.pdf It is listed as applicable to older models, however the issue is identical and the steps for the workshop are laid out clearly.

When did you activate your MM account on the vehicle? For almost two years, it wasn't available for purchase on my 2022 even though it was available for other 2022 and older models. It then showed up as an available service for purchase in the MM app, but I would tap it and it'd take to me to the MM online store where it was not available for purchase "due to hardware ex-factory." I retold this all to a MB agent on the phone and they explained that the system takes a few weeks (months in my case) to sync the car with the MM backend. Unfortunately, the only solution for me was patience. I'm certain after an exhausting amount of time has passed, you'll be able to purchase from the MM store.

I’m not sure the type of disk format it recognizes.i.e. FAT32 or the NFTS…

When I got a services notification, I immediately purchased it. I have been trying to install nav on my 2022 and 2023 since I got them!!! I also cannot believe that it's actually going to work, but I bit the bullet and doubt they will leave me with a broken purchase.
I just purchased it for my 2022. I waited 2 minutes with the car off after purchasing, then turned it on. Navigation showed up in the home screen and cluster LIKE MAGIC (that you have to pay for)!!! Now says it's activating and cluster says please wait.

In short - no.
If you car is equipped with the dashcam camera (see thread about it), you can purchase it from the Mercedes Me store as an add-on similar to permanent navigation activation.
