So I would say give Harris some times to sort the things out, especially he was off to SEMA this pasting week. I believe he will keep his promise, just need some times to get some cash and pay all the overdue accounts

And I totally understand that if he need do refund or pay other overdue a/c, he has to generate some cash. The ways that he can generate his cash flow is selling his company and/or personal property (he is parting out his C32), and/or has to do more business to generate incomes. Therefore he hooked me up with a good deal, and I am willing to take the risk. And I am goign to receive the package on Monday according to UPS tracking.

In my point of view, as a fortuate customer that able to receive the product after the struggles, I still think what he wrote in the open letter is legit. But the money you paid for your order few months back is gone, and Harris never able to get it back.
Simply to say, if you think Harris is scammer, just do whatever you can to ask for the products or refunds. If he going to close down the business or sell everything and leave the country, you may not able to get anything back. So, act fast and give a call to your credit card center, or go to Vancouver to beat up Harris if that's what you want. Or else, hope for the best and keep your finger crossed.
I have dealt with Harris for long time, and never ran into any trouble except last order. So I will take the chance to place the order again. Shutting down someone's business never able get you the best return.
Just my $0.02 :p
