You are confusing when the clutch AUTOMATICLY engages, vs boost. You will/can have boost off idle if your foot is on the floor

. I later did some test while at idle and revved up to 3000rpm and see no change in boost (stayed @ -7psi). While driving i also used a lower gear not under load @ 4000rpm and also see the boost @ -8psi. once i punch it, the boost comes up ...thanks for the input guys!

If you put your right foot to the floor at idle, the clucth WILL engage and you will have boost BELOW 2800. That's all.
Simply put, you CAN have boost below 2800 if you want it, aka pressing the gas pedal.
I am not trying to play lawyer her, as to tricking it, sneaking it up, etc, etc.
WHENEVER you mash the gas, the clutch will engage.
That is all

PS: How else do you think we can leave those lovely double rubber strips
