Closed Loop Temperature Threshold

Does anyone know at what temperature our cars enter closed-loop operation mode?

Is it 80C?

I know as far back as Bosch L-Jetronic, which stopped being used before 1990, Bosch was using O2 sensor temperature, not coolant temperature. Things may have changed since the 1980’s but I’m not sure why the EPA would allow it. Engines have to go out of enriched mode ASAP. That's right about when the high idle drops. The reason for heated sensors is so engines can go into closed loop.
