What evidence do you base this upon? I think your assessment is incorrect.
I'm planning to upgrade soon and I expect to get about 10% off on a special order 2019 coupe. If I settle for a 2018 I'll demand 12% and I'll get it.
This will be my third special ordered MB vehicle so I'm familiar with the process.

fair enough; my evidence is from my experience. When shopping I talked to dealers in Seattle, LA, San Diego, San Fran, Denver, Houston, Salt Lake City, Austin, New Jersey. None of them wanted to give me discounts on the new coupes. So maybe folks got luckier than I, haha. Oh well
Re-evaluate your approach.
Use the codes from the DOG, if you have it, to spec out your car and send this to to multiple dealers within a 50-200mi depending on the density of your area. The email should state that this is the car you want to order, that you'd like the dealer to make a competitive, offer and that offers that do not meet or exceed 8% discount from MSRP will not be considered. State that you are willing to place a deposit down immediately for a great offer. Send these emails out after the 15th of the month. Once you get some good offers, follow up with phone calls as needed.

Whenever I go online to mbusa.com the only special offers I see are for leases only. Does MB ever offer cash discounts like the American Automakers do? Thanks.

Go for closer to 10%. If the dealer refuses, walk away and order from one that really wants the business. They will give you all the stories about MB etc... all BS. Push to get closer to 10% trust me on this one. Shop around in other states. If in FL, check out MB Tampa.

It's all well and good to shop all around.. But keep in mind that a dealer 3 states away has no interest in giving a car away unless it's in some way distressed. Your local dealer wants your service and future business. Let them know that! They want to sell you the car. They'll mess around a bit at the beginning, but they really don't want you to buy outside their Area.. It shows on a regional report and it's not a good thing to have too many customers buying outside your local dealers region. But what do I know :-)

Thanks for the tips, I'm looking within an hourish radius, I will be placing calls to various authorized dealers in that radius just trying to hit them with everything I have when we sit down for final negotiations
I feel if I can show similar orders and the offers they were provided it at least gives me a little bit more power. Of course I won't disclose that these offers were from outside my radius

5% off list. There's no incentives on a car you are building to order. Closest dealer in a nice area. Can't delete a sunroof, though, as all C class in the US "have one".

A new Mercedes in the United States has approximately 6% worth of profit for the selling dealer. Expecting that or anything beyond that from a consumer point of view is irrational - businesses must make money as well!
Also, what Eric said above. Your local dealer wants your business, and they will make it happen for you. A dealer a few hours away will not be able to negotiate as much, as there is considerably more liability and costs involved, without the chance to recuperate that through service.

1. If a new MBZ has "approximately 6% worth of profit for the selling dealer" then how do I and others buy them brand new up to 20% off MSRP?
2. "Your local dealer wants your business, and they will make it happen for you." I stopped buying locally because they typically don't discount - because they don't have to.

"A dealer a few hours away will not be able to negotiate as much, as there is considerably more liability and costs involved" - I live in DC and bought my discounted E55 from a dealer in Maryland (3 hours away) who got it from New Jersey and delivered it to my door for free. I never met the salesman nor went to the dealer. I got my E63 for 15% off MSRP from Delaware (2 hours away). I got my GLE63 for 20% off MSRP from Massachusetts (8 hours away).
4. "without the chance to recuperate that through service" - None of my 3 AMG's will ever go back to the selling dealer for service.

The incentives will be whatever incentives are available when the car delivers. This largely depends on the dealer's available allocations. The manufacturing and and delivery times are pretty standard. Whether or not the dealer you order from has a allocation that's close to a near-term build date is the most significant variable for determining when the car will deliver. The buyer is eligible for any active incentives that are in effect when they take delivery of the vehicle.

i really disappointed when looking at this discussion, why bother with the how much the discount is ? u r planning to get a performace car or a budget car ? lets say i can get 10% and u get 8%, so what ?
