The price on the painted ones is crazy high. Buy the smoked and enjoy - and be somewhat legal at least.
As to the point of is it a fixit ticket? no, I doubt a cop would even know that's a requirement. However, if a car I was driving hit a car with painted reflectors in the evening or night hours - even it if was my fault, I'd photograph it, and sue for damages - even if my fault! After all - the owner of the painted over car violated a federal requirement for safety equipment.
