The airbags and seatbelts work independently. Seatbelt tensioning is a mechanical method, airbag deployment is mechanical and sensor based, based on impact forces. They are no way tied together, as one system (the seatbelt system) could inadvertantly discharge the airbags, that would be very costly, and almost useless unless there was an impact involved.
