What is the purpose of the "winglets" (not sure what they're called) on the sides of the front bumper.

I'm assuming directing air, but why?

The "winglets" are called canards. Helps the front to balance the downforce the rear wing is creating at the rear.

Agreed 100% - I am totally blown away.

I just don't understand how it's humanly possible to build such a car without HID's - on the manufacturer or dealer's part.

Although it not solely a pure track car, some BS opted not to have a sunroof to reduce mass. Especially mass so high from the center of gravity. Rear seat deletion is also an option to save mass. Gets you around the corners with more stability and out of the corners faster.

US cars have the pano roof as a non-negotiable requirement. That being said, I understand some owners have already found shops who will replace the entire roof with a carbon fiber one.
