sounds like they were tying in or upgrading drainage/sewer if thats the case.
they excavated more than asphalt/limerock to tie in that structure. Chances are it got late, they ran behind and didnt grade the hole. YOu always overlay asphalt in the same area twice anyways. So they knew they were going to come back to properly grade the road.
