Why do those look like K&N filters with no oil on them? Does K&N make them for weistec without oil?

I would be very surprised if K&N didn't manufacture these for all of these other guys and stamp their names on them.

what gains does this have over the stock air filters? or the stock filters with a charcoal delete?
