Don't pinch the fender with that tool it will only work one section at the time and might dent the lip.
Tape up the lip. Jack up your car remove the wheel. Use a 2x4 bout 4" long.
One end on the ground and hold it in position with your foot. Have the 2x4 go across the flared area and push the other end towards the car. slowly and with pulsing motion until the fender is back to its original position.
If you want to roll the fender on the inside used a fender roller.

I'm not a bodywork professional either but I know the difference between rolling (pinching) the inner fender lip vs. flaring a fender. The tool is just to be used for rolling the inner fender lip and not for pushing the fender back to the original shape.

You might be ok straitening out your fender as well judging by the picture.
