New disc/ pads- crazy brake dust on rears?

Could the pads be faulty or a fitment issue? Or isn’t this normal? As I said fronts not a problem ?
Could the rear brake be still on somehow?
Aware aftermarket pads could prevent this but that’s not what I’m asking.

After two sets of rear pads in 20k miles, I switched to Porterfield and so far they’re noticeably better.
I’ll always keep the front pads OEM though; don’t want to lose any of that bite or power.

There's a sealant made by Wurth called SBS Brake Treatment. Supposedly works wonders on this type of benign surface rust and is safe/fine for the surface of the rotor if some gets on there.
