I am hopefully ordering a 2021 C63S soon...do the 5 spoke 18s fit on the '21 C63s (non carbon ceramic brakes). I am looking for an option to utilize the 18s on the C63s during the winter.
Very unlikely. The smallest wheel that clears the front brakes of the C63S is 19". You may find some 18" wheels that clear the brakes. The front rotors on the C63S are over an inch larger (15.4" vs 14.2"). The CCBs are only slightly larger than the standard brakes (15.8"). Also the C63S coupe has a different track front and rear. It's wider and uses wider wheels with different offsets. Not even remotely the same setup as the C43.

It says you need a spacer for the 63s with the bigger brakes. Does anyone know if they mean the carbon ceramics or just the base S brakes you need the spacer?

The spare has very little offset + spacer will push it out even further so the rim barrel won't come into contact with the brake calipers regardless of which ones you have.
How about these wheels.....will these 19 inch wheels fit on the C63s? If I got a set of all seasons I can throw these on in the winter.
You need to look at the specs, specifically the offset. If these are for a C43 again, then no. The C43 has different offsets from the C63S. The offset determines how far in or out the wheel is positioned relative to the hub. If it's pushed in too much it may touch the caliper and/or suspension and look horrible, too far out and it sticks past the side the of the car. You have to look for wheels that have the correct sizes and offsets for the C63S. If the wheel is too far in you can push it out using spacers, but spacers have their own issues. They can cause vibration if they are not hub centric and moreover they change the suspension geometry, specially the scrub radius which can cause heavy steering and instability under braking. I don't have to deal with winter conditions here, but out of curiosity I briefly looked what a winter setup would be like for the C63S coupe. There isn't much out there. There's about one winter tire made in the sizes for the stock wheels and it seems that's what most are doing who live in winter climates. TireRack had no wheel/tire packages for a winter setup last time I checked. The C63S coupe is not much of a winter car to be honest. Can be done, but not many options it seems.

As I said, you need the actual specs of the wheels and then plug the numbers into one of the offset calculators you can find on the Internet. That will tell you if you can correct the offset using spacers. I don't know what those wheels are you are showing pictures for. You need specs, not pictures. The 18" will not clear the front rotors as we said already. Below are the specs of the C43 and C63 stock wheels, including all the offsets. Plug them into an offset calculator and it will show you how the wheels compare and how much further in or out your wheels in question would be and how big of a spacer you would need if possible.
