Those are the round ones on your year correct? What you have to do is take off the under skirting and reach in from the back side and remove the entire unit and install the new assembly. It is the only way to do this procedure.

in my year 2008 with round fogs, I DO NOT have to remove any fender well or even go behind at all.
I have 3 black star screws in the plastic trim surrounding, i remove those only and pull off the black/ chrome trim, remove the 4 screws holding the whole fog lamp assembly, replace and Done!!!

Justa update!

I will take you advice on the removal and not take my wheel well out.
