The inner bulbs are NOT traditional headlights. For vehicles with night vision, they are IR emitters which produce IR light which is not visible to the eye. For vehicles without night vision, I believe they are dummys.

Yes behind the halogen projectors, IR emitters are there, but so are the high bulb. Easy way to confirm... Turn on your high beams when low beams are off to not engage the shutter. Or open the hood and remove the dust cover behind the inner housing to see the bulb there. Or check page 689 of your owners manual which specifically says High Beam Flasher Lamp H7 and those with emitters, H11 bulbs. MB doesn't just throw in costly projectors for no reason.

While there is a motor system to create a long beam via the HID bulb, there is also a separate Halogen H7 operating as a high beam as well. This is because hid bulbs are unsuitable as flashers due to their slow warmup time. When you flash your flashers,nothing happens with respect to the hids.
