This option was added in the late 2000's.
The idea was under hard breaking, the system would flash vs go solid to alert people behind you in a more rapid fashion.
Some factory models can be programmed to do it, some can not.

It will flash when you are under extreme braking only.
Other times the brake lights work normally.
There is no switch. Once programmed, it is active and ready to work as designed.
The dealer will probably charge an hour of time, if they are willing to do it. Many will not.
Where are you located? If your in Southern California, I could do it for you.
