you can't track him down anymore then that. in order to do so you need a court order. i don't care what anyone says about being able to do so. only other way is to hack into his box and get personal information. which you should already have from paypal. ultimate whitepages anyone?

I work for an ISP and we are required by law to keep track of IP's and who has them for cases such as this as well as child **** cases etc. The ISP I work for assigns mostly static IPs so that makes life easier.
I just need to decide if I want to spearhead this campaign. It appears that Paypal is going to refund my money so that definately lessens the sting a bit. But, if they don't, you can bet I'll go after this guy. I should do it on general principle but you know how things go.
We'll see...

Dream on because you pretty much pay for the items privately. Another words, if the items/parts you bought does not have an Ebay bid # then they considered a private transaction and Ebay won't help you.

One thing about paypal is that it's always better to pay using credit card rather than just straight transfering from bank account. if anything, you can always call your cc company and do a reverse and let your cc company deal with paypal. This way, you are more guaranteed to get your money back. If you file a dispute with paypal and even if paypal said you won your case but the seller has withdraw all the money out already, then you are basically out of luck.
Goood luck to y'all and catch this scammer

Just saw this for the first time. This smelled of scam as I read the original post. An intern that works for Free is giving the boss a $200 gift? I may have beleived it if the boss gave the intern $200 in giftcards. And the intern turned around to sell them to make some cash.

Well, here's my sad ending to a sad tale:
Dear John,
We have concluded our investigation into the following case:
Case ID: PP-292-248-603
Transaction Date: Jun 1, 2007
Transaction Amount: -$70.00 USD
Seller's Email: jetblackm5@gmail.com
Seller's Name: R Gua
After careful review, we have determined that the seller is at fault
but regret to inform you that we were unable to recover any funds from the seller's account. As stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed.
We appreciate your business and apologize for any inconvenience this
situation may have caused.
Please know that we will make our best effort to recover the funds in question if they become available in the seller's account in the future and will take appropriate action against the seller. Such action may include issuing a warning, a temporary restriction, or terminating the account. Keep in mind that PayPal uses a number of factors to determine when to take action, including member complaints. Due to privacy laws, we cannot discuss the details of any action taken.
We hope you understand our policy and that it assures you that you are safe
using PayPal.
To ensure that future transactions proceed smoothly, we recommend that
you review these Security Tips:

you
will not receive a response. For assistance, log in to your PayPal
account
and click the Help link located in the top right corner of any page. If
your inquiry is regarding a claim, log in to your PayPal account and go
to
the Resolution Center.
----------------------------------------------------------------
I figured as much. Lesson learned. My paypal account will now be linked to my credit card instead of my checking that way at least I can possibly get resolution through the credit card.
I hope that the moderators can see their way clear to ban him now.

Ive followed a thread like this on another forum. To everyone else who was scammed, please make sure to call your local PD. No matter how small an amount. Everything adds up. And if more people have been scammed and more people have reported, the feds will step in.
Your reports might be the last straw to finally open a case. And good learning to never use your bank account to pay thru paypal. Always use a credit card. Infact next time this happens, forget paypal. Just call your credit card company and dispute the charge - they will take it from there.
