need help identifying wires in front left wheel well

For some reason the plastic lining has disappeared from my front left wheel well. I noticed that there were some exposed wires which were hitting my tire during commute and have basically shredded themselves.

There is a translucent container right in front of the drive side wheel well, does anyone know what this container contains?

In between this container and the wheel are a bunch of wires wrapped in a cloth like material. The cloth on one of them has been worn away by the tire and a bunch of wires have been exposed (red, blue) but a brown wire has been shredded. Does anyone know what this brown wire is for? I'm not sure what it's connected as it goes behind the container. I wrapped up the remaining exposed brown wire with electrical tape and zip tied all loose wires for the time being, but am curious as to what this brown wire is for. Does anyone have a clue?

+1. The foglight wire on the driver side is just hanging under the windshield washer fluid reservior. If your wheel liner is gone, the wire definitely will get damages.

I forgot to put a couple screws back on the liner when installing fog bulb and it came off on the highway..
