Patching front license plate holes

Anyhow, hate that someone may have done that to your car even just double sided tape offends me- like using JB Weld on a transmission. I have a California car and there are several different types of plate holders available that let you put it on for driving and take it off for car shows etc without altering the car. I hope it works out for you!
So, I was at a car show last night, there was a GTR parked there and something on the front bumper caught my attention. It does look like some (maybe dealers) are screwing the plate holder directly into the front bumper (what a shame). Another sad part, the screw clamp force distorted the plastic and caused a crater at each hole. I'm assuming there is a factory formed bracket being used as this isn't a simple form. If it's a homemade bracket it must be pretty klugey.
These holes are small and, unfortunately, the "Bumper Plugs" option from the online supplier are going to cause a much larger hole to be redrilled (9/32" {.281}) and the head of the plastic painted plug will be huge! Especially true for the far left hole as it is so close to the crease the head of the plug will end up over the edge. This wouldn't be an option if it was my car.

Looks like this plate is the culprit. As I look over the entire front end, there are not very many places to mount a plate that does not block a pathway to one of the radiators or intercoolers. In the US, our plate dimensions are closer to a square rectangle then European plates which are far mor length than width.
